Noel oversees the Quality Improvement and Training department which includes compliance to licensing and other oversight standards, workforce development, internal auditing activities, court-ordered treatment administrative processing, and medical record management. In addition, the quality team works with the clinical departments to monitor the subsets of our member population to aid in meeting the needs of our members.
With more than 20 years of healthcare experience, Noel joined the agency in 2010 after serving for 7 years at the Regional Behavioral Health Authority (RBHA) for Maricopa County, where he filled a variety of roles, including direct care services, risk management, quality management and outcomes management.
Noel holds a Bachelor’s Degree from Arizona State University.
